
Fold a piece of tissue paper in half twice so that you have four layers. Place a plate face down on the tissue paper and trace out a circle. Repeat this step using a smaller plate and a different color of tissue paper. The larger circle will become the flower petals while the smaller circle is the interior of the flower.

Unfold and place the smaller circle on top of the larger circle. Staple the circles together in the center.

Fluff up the sides of your flower by crunching each piece of tissue paper towards the center staple. The more you crunch, the fluffier your flower will be!

Once you have enough flowers created it is time to start attaching them to your tulle roll. Using glue dots adhere your tissue paper flowers to the tulle. Glue dots work perfectly for this project as you can remove and rearrange your flowers without fear of them ripping. I suggest using different plates to create flowers of different sizes and varying the tissue paper colors for contrast.
