Cut the string off of each of the metallic cone party hats.
Add a strip of animal print washi tape along the outer edge of each headband.
Attach a 2" pom-pom to the top of each party hat with hot glue. Use pom-poms in colors that match each party hat.
Remove the monkeys from the 1st Zoo Garland and attach one of the monkeys to the front center of each party hat with hot glue.
Attach each party hat to the headbands with hot glue.
