 
                            Cut tissue paper into 2" strips and fringe cut leaving 1/2" uncut.
 
                            Add glue all around the party hat and begin to wrap the fringed tissue around the party hat beginning at the bottom and working your way up. Over lap the layers of tissue paper so that only 1/2" of the next layer is above the first layer. Continue all the way to the top of the hat. Glue ribbon or a twisted piece of tissue paper to the top to form a loop. Then let the glue dry.
 
                            Cut out one 3" circle from card stock or a cardboard cereal box and one 4" tissue paper circle for each pinata. Cut 1 piece of 30" long piece of ribbon for each pinata.
 
                            Lay the cardboard on top of the tissue paper and poke two holes about an inch apart through both layers. Thread the ribbon through so that the ends stick out of the tissue paper side. Glue around the edge of the tissue paper and stuff with party favors like candy and toys into the party hat.
 
                            Place the tissue paper and ribbon piece into the opening of the party hat with the cardboard piece facing in and adhere the tissue paper to the edges of the party hat. Let the glue dry. Once dry, the hats can be strung on a piece of ribbon and hung as party decorations. When it's pinata time, hand out one party hat pinata to each guest and let them pull the string to reveal their treat!
