Punch small circles or scallops out of Magic Scratch Sheets.

Using a stencil, carefully scratch away flowers, hearts or other shapes. Be gentle when you move the stencil around so that you don’t scratch up the paper too much.
Punch larger circles or scallops out of colored paper to use at backers. Carefully affix the Magic Scratch circle to the colored paper circle with glue dots or double-stick tape.

Cut striped straws in half and affix to the back of the toppers.
