
First, cut strips of crepe paper in various colors. I used a mix of teal, yellow, pink and orange. Measure out the required length by holding up the hoop against the backdrop space and determining how long you want your crepe paper streamers to hang. Double this length as the crepe paper will hang over the hoop at the half-way point.

Next, lay the crepe paper strips over the inner ring of 2 Large Embroidery Hoops and 1 Medium Embroidery Hoop. Keep the hoop horizontal so that the crepe paper won't slide into a central point but will remain spread out around the hoop. Spread the crepe paper around approximately half of the hoop diameter. Use multiple colors to color block.

Next, add the outside hoop around this inner hoop and tighten into place.

The crepe paper is now hanging in two lengths over the hoop. Flip one side of the crepe paper over the top of the hoop so that both lengths of crepe paper hang over one side of the hoop.
This gives a fuller look to the crepe paper and covers the connection of the hoops.

I used finishing wire to hang each hoop onto the wire grid I already had. You could also just hang each hoop on the wall directly with removable mounting strips. Once the hoops are hung in position trim the crepe paper to the desired length and shape.
