Cut and hang a large piece of Fadeless Violet Bulletin Board Paper using Mavalus Adhesive Tape. Don't worry if your edges aren't exactly perfect, they will be covered in the next step.

Spell out "These Ghouls Rule The School" with Black Dot to Dot Uppercase Letters and attach using Glue Dots.
