
Take 10 Flamingo Pinwheels and place them around the edge of the vase, letting the pinwheel part hang over the edge of the glass. This takes a little finesse; getting the pinwheels in the right spots so that you can see the flamingos from every angle you look at it.

Finally, just take handfuls of salt water taffy and fill in the space around the balloon sticks and pinwheels. This will hold the balloon sticks and pinwheels in place. Fill to the top of the vase. You can then set the vase on top of a cake stand like I did or just place it on the party table as is.
