Place 2 white felt sheets on top of each other and draw an outline of a cloud on the top sheet. Then, holding both pieces of felt together, cut out the cloud from both sheets of felt at the same time.

Place some batting in the center of the bottom felt sheet and top with the top sheet.

Using a hot glue gun, glue the edges of the top and bottom pieces of felt together leaving a small opening at the bottom. Make sure to keep the batting inside the cloud shape as you glue together the edges.

Gently push the wooden dowel up through the opening at the bottom until it is firmly inside the cloud. Seal the opening with hot glue.
