Open a cow print bag and stand it up. If the cow print bags are not available, simply cut spots out of black construction paper and glue them to white paper bags. You can also draw them on with a pencil and fill them in with black paint or marker! I kept our bags empty for our Toy Story Party because that's where the kids can put their Wheezy Penguin Kids Craft to take home.
Fold a red bandana in half so that it makes a half diamond shape. Roll the straight top of the bandana down a few times to make it shorter.

Place the bandana at the top of the bag, then tie it in the back so that it stays at the top. Use the pin on the back of a gold sheriff badge to attach the badge to the right side of the bag over the bandana.

Place a cowboy hat on top to finish off Woody's cowboy look.

When party guests arrive, they can take off and wear their sheriff badge, bandana, and cowboy hat to look just like their favorite deputy! See the full Toy Story Party as well as the Toy Story Drip Cake!
