
Begin by downloading the free printable Welcome to the World poster here, then take to a local print shop and have it print as an 18x24 poster. To start the backdrop itself, remove the adhesive covers from the white paper fans then firmly press each side of the cardboard together in the middle so the fans stay open. I used two dozen fans for this backdrop.

Add 3 Tbsp. of both blue and green liquid watercolor in separate spray bottles then fill with water. Shake gently to mix evenly.




Lay down a plastic tablecover and arrange the paper fans on top, careful not to overlap any edges. Evenly spray each of the fans with the green watercolor mixture. While the fans are still wet, spray each with a layer of the blue watercolor mixture. Allow to dry, repeating the watercolor mixture as needed to achieve the desired shade of minty green.

Measure a piece of white bulletin board paper to your desired size. I cut mine to be the width of my dessert table and tall enough for six rows of paper fans.



Now it's time to attach the paper fans to the bulletin board paper. Overlap each one to hide the top parts and secure them to the paper with tape.

Secure the paper fan backdrop to the wall using clear packing tape.



To hang the poster, tape baker's twine to the back side of the poster on each side to form a u-shape at the top. Place the poster at the desired height in front of the paper fan backdrop and hang on a hook or with tape using the twine.




Add a little extra color to the backdrop by creating a simple balloon swag. Start by inflating an assortment of light blue, yellow polka dot, white and green balloons, varying the sizes as you go. Once they're all inflated, knot two together using their tails, then lay two doubles on top of each other and twist together to form a quad. Tie one end of a length of baker's twine to a doorknob or chair so to doesn't move, then begin adding the balloons by twisting the twine around each quad in a figure eight. Slide each quad tightly together to fill any gaps.
