Start by hanging a set of fans on the left and on the right of the table. Working from the outer edges of the table towards the center of the table. Use removable putty to attach fans to the wall. For this first layer of Light Pink Hanging Fans, I used 3 on the left, in a diagonal, and 4 on the right. Leave a small space in the middle between the sets of fans. This is where the garlands will cross over.

Add the next level of fans. Here I used the pink fans from the Cheers Hanging Fans set. I overlapped my fans and attached them to the wall using removable putty. I did not need the longer cardboard piece of the fan so I used scissors to snip off the hanging end.

Next, I added the layer of contrasting Mint Green Tissue Hanging Fans. At this point, I recommend stepping back and reviewing the layout from further back. When I stepped back to review the layout I decided to add one larger pink fan onto the right grouping.

Next, add embellishments to the center of the Light Pink Hanging Fans. I cut stars from the Gold Glitter Star Garland and unicorns from the Unicorn Sparkle Hanging Swirls and attached them to the center of the fans with putty.

Hang the star and heart glitter garlands over the top of all your fans. I used removable hanging hooks to hang the garlands; one at each end of the garland. Hang the heart garland from top right to bottom left on a diagonal. Add the star garland at the top of the fans (it is shorter after removing a couple of stars for embellishments).

Lastly, hang the Unicorn Sparkle Pennant Banner. This banner is the top layer and is hung over all the other items. Hang from top left to bottom right. Make sure to hang the Unicorn Sparkle Pennant Banner high enough on the bottom right that it can be seen over the cake.
