The sea turtle cutouts come connected to each other as you can see in the above photo. Using scissors, carefully cut the sea turtles apart to separate them.

Lay the lime green tissue tassel garland out. Starting on the left, count two tassels, and then staple a sea turtle cutout to the plastic strip on the tissue garland. Continue by skipping two tassels, and stapling another sea turtle until you fill up the garland.

The Beach Fringe Decoration is a very long strand of raffia. After using it as a table skirt, I still had quite a bit leftover. For the garland, snip some strands off. I made sure there were about 3 fringe strands on each cut piece.

Starting with the first tassel, staple a piece of raffia fringe directly on top of the first tissue paper tassel. Skip two tassels, and staple another piece of raffia on the fourth tissue tassel. Continue by skipping two more tassels and stapling fringe pieces until you reach the end.

Using clear tape, affix the sea turtle garland to the front of your party table!
