
Lay out a single sheet of colored tissue paper. Fold it in half long ways, and then use scissors to cut the folded tissue paper in half short ways using the crease made in packaging as a guide.

Cut each of the two cut halves of tissue paper in half again using the crease once more as a guide. You should now have four pieces of cut tissue paper with one edge connected on each.

Snip 1-inch slits into each of the four cut pieces of tissue paper, orienting your cut towards the folded edge. Do not cut all the way through the tissue paper. You’ll want to stop your cut about two inches away from the folded edge.
Unfold the slit tissue paper all the way and lay it as one layer of paper on a clean, dry, flat surface. Next, fold the tissue paper in half long ways again and again until it’s only about an inch thick. Gently twist only the middle section of the tissue paper to reveal two tasseled ends on either side of the central twisted section. Repeat Steps 1-4 using red, white, and blue tissue paper until you have your desired amount of tassels, and set them aside for the next step.

Cut a piece of silver baker’s twine to the length you want your banner to be. Ours was cut to be about four feet long. Attach the handmade tissue paper tassels to the string by slipping them under the Baker’s twine, folding them in half around the twine, and then gently but tightly twisting the top middle section together just under the twine. Repeat with all of your tissue paper tassels keeping your tassels evenly spaced across the length of the twine. For the layered look, consider creating two separate banners, each with their own set of tissue paper tassels.

Finish by tying 5-inch silver metallic stars onto cut sections of Baker’s twine in various lengths, and then knot them in between the tassels. Hang your fireworks-inspired banner (or set of layered banners) on the wall at your Fourth of July party using pieces of washi tape or push pins.
