Take your twine and wrap in around all your fingers (minus your thumb). The thicker you wrap, the thicker your tassel will be. I wrap the twine twenty or thirty times.

Remove the looped twine from your hand and place a straw or pencil near the top of the loop. This helps the twine from tangling and helps you create the top section of your tassel. Using another piece of twine, wrap the looped twine near the top and tie a knot creating a tassel.

Take your scissors and cute the bottom of the loop twine creating the fringe for your tassel.

Tie the tassle to your party straw.

Blow up your balloon (not to full capacity) and tie the balloon to the party straw, near the tassel.
