Using a circle shaped object, trace a circle on your black paper. (2.5″ circles are just right.) You will need 7 circles for the large fans and 6 for the small fans. Cut out the black circles.

Open your fan and stick the edges together. Cut off the string and cardboard that sticks out. Using adhesive, glue the black dots on evenly around your paper fan. Add one to the center as well.

Using a strip of ribbon about 2 or 3 feet long, glue one end of the ribbon to the back of the fan. It will look like a dangling tail, but when you hang it up, you can tape it to look like movie reel strips!
