Lay the white tassel garland and the black tassel garland on top of each other and center them so that the white and black tassels alternate and show (make sure they are not lying directly on top of each other). Staple the two garlands together. Use a good amount of staples along the entire garland to secure them together.
I decided to alter these mini panda tote bags to get the look I wanted. I cut off the purple handles (it was easiest to snip the seam threads on the handles) and gently pulled off the pink flowers (they were glued on). You could also leave the pink flowers on if you are throwing a girly panda party.
Once you get your panda faces the way you like them, staple the back of the tote bags to the two tissue tassel garlands. I decided to use four panda faces on my garland and liked the way it turned out.
