Use a pair of heavy-duty scissors to cut the top candy pieces off of individual Blue Swirl Lollipops. Set the wrapped candies off to the side to enjoy later on, but keep the trimmed sticks nearby for Step 2.

Carefully squeeze a dot of hot glue onto one end of the cut stick using a Glue Gun and handful of Glue Sticks. Press a Goldtone Jingle Bell onto the hot glue, making sure to avoid getting the adhesive on your skin as it will burn you. Keep adding small dots of glue to the stick and press bells into the still-hot adhesive.
Allow each bell to cool on the glue for 30 seconds before moving on to the next bell. Layer the bells onto the stick until you completely cover the end. Repeat on as many toppers as you need, and allow the finished cupcake toppers to cure fully for 20 minutes before handling.

Curl each Gold and Silver Laser-Cut Cupcake Wrapper around, and slip the pre-cut ends into each other to connect. Place a prepared cupcake into each cupcake wrapper.

Arrange the wrapped cupcakes on a platter or simply situate them in a pretty cluster among holly leaves on your party table to create an edible holiday centerpiece. Finish by gently pressing the DIY Jingle Bell Christmas Cupcake Toppers down into the cupcakes!
