
First, blow up small balloons to be the appropriate size for your ice cream scoops. Then add "sprinkles" to your ice cream with bright acrylic paints!

While your balloons are drying, spray paint the small foam cones a shade of gold. Using tissue paper circles, fold and hot glue four of them to your gold cone.

Next, add a few more sprinkles by gluing colorful bingo chips to your balloon. Be sure to use a low temperature hot glue gun for this task.

Now it's time to secure your ice cream balloon to the foam cone. Add a generous amount of hot glue to the top of the cone. Keeping the tied portion of the balloon facing upward, gently push the balloon into the glue.

Tie baker's twine around the tied portion of each balloon to create the garland. For a final touch, hot glue one red pom pom to the baker'st twine, as the cherry on top!
