
Use a large roll of kraft paper from a hobby store. The wider the better! Roll it out on the ground and weigh the corners down so they don’t roll up.

Keep two straight sides then cut a rounded dome from one corner to the other. You are creating a large triangle with a rounded top. You need the top to be as wide as possible to fit up about 1/4 of the way on the balloon.

Pull both corners together to create a cone shape.

Tape the back together starting at the top and work your way down.

Inflate your balloon using a Balloon Time Helium Tank.

Use Elmers Glue and a paint brush to adhere the strips of Tissue Paper Confetti. Lightly rub the glue on the back of each piece and place on the balloon. Repeat until you have covered the balloon.

Slide your cone up through the twine or ribbon attached to the balloon. It helps if you have someone hold the balloon through this process. Pull the top of cone up against the base of the balloon. Use scotch tape to adhere the cone to the balloon.
Now you can use the balloon to help decorate for your Ice Cream Party! You can also skip the cone step and create just the sprinkle balloon.
