Cut out paper hearts and open the fans.They have tape on them, but I used a little hot glue to secure them even more. I then cut the ends of the fans off so that they are just round.
Use a dab of hot glue on the middle of the smaller fan and glue it to the middle of the bigger fan.
Glue the heart onto the middle of the smaller fan.
Cut a piece of tulle and fold it in half, making a loop the length you want to hang it on the wall (or your door). Glue the ends under the heart.

Hang it up! Each fan set comes with three of each size, so I made three wreaths and hung them at varying heights. So cute and girly!
