Make black stripes down the front of one piece of White Foam Board with Black Duck Tape.
Cover the bottom of each Jack-O'-Lantern Plastic Cup with hot glue, and attach the cups to the striped foam board in a triangular pattern as shown.
Attach a Bulletin Board Border to the edges of your foam board with hot glue as shown. You'll want to make sure the border is standing straight up when you glue it to the foam board.
Using a new piece of foam board, attach more bulletin board borders to the top, left and right sides of the board with hot glue.

Attach the Black Arrow Marquee Sign to the front center of the foam board with Black Duct Tape.
Glue the two separate pieces of foam board together with hot glue.
