Place a piece of 12x12 Halloween pattern paper on a flat surface. Use a ruler to mark the paper from corner to corner to form two triangles. Cut your scrapbook paper along the pencil line.
Roll the piece of paper into a cone and secure with glue.
After the adhesive on the cone has dried, punch a small hole on the front of the cone.
Thread black ribbon through the hole and thread the Lolita cameo charm through the ribbon.
Secure the charms by tying the ribbon in a double knotted bow.
Add black and white swirl lollipops, basket shred and an assortment of candy to the inside of the cones.
